This bill would repeal the section of the 2010 Dodd-Frank Wall Street Reform and Consumer Protection Act that created the Consumer Financial Protection Bureau (CFPB).
The effect would be the elimination of the agency.
This is not the first attempt to eliminate the CFPB
A version of this bill was introduced in 2015 (HR-3118).

This bill expired when the 115th Congress ended in Jan. 2019.
