What this bill does
This law contains several provisions dealing with crime and law enforcement.
Title IV: Violence Against Women Act
This act funds investigations and prosecutions of violent crimes against women. It requires those convicted to provide restitution to the victim.
It allowed victims to sue their attackers in federal court. In 2000, that provision was ruled unconstitutional by the Supreme Court in United States v. Morrison.
The law was reauthorized in 2000, 2005, and 2013.
Title VII: Three strikes
Someone convicted of three violent felonies (or two violent felonies and a serious drug charge) must be sentenced to spend the remainder of their life in prison.
