This bill funds national infrastructure improvements

This bill provides money for fiscal years 2022 - 2026 to rebuild and enhance the nation's infrastructure.

Among its goals are to increase safety, provide improved access to society for more Americans, and mitigate air pollution.

It requires a minimum portion of the work that must be done by small businesses run by "socially and economically disadvantaged" individuals.

Provisions of the bill include...

Roads and Highways

Provides money to improve highways, reduce congestion, and mitigate air pollution.

Creates charging stations for electric vehicles along interstate highways.

Provides money to build and repair bridges.

Provides money to eliminate railroad crossings or make them safer.

Public transportation

Provides for new bus routes and help make public transit more accessible to seniors and disabled.

Provides upgrades and expansions to airports, inlcuding air traffic control towers and systems.

Provides money to revitalize Amtrak.

Upgrades to passenger rail (Amtrak). It also will improve Amtrak service - including in rural areas.

Provides money to upgrade passenger rail facilities to make them compliant with the Americans with Disabilities Act (ADA).

Protects labor union railroad jobs.

Prohibits all smoking - including e-cigarettes - on Amtrak trains.

Power grid infrastructure and reliabliity

Provides money to electricity companies to protect the nation's electrical grid. This includes undergrounding electrical equipment, protection from fire and weather, and cybersecurity.

Requires electricity companies to promote demand-response, in which customers pay a lower price for energy they use during times with low demand.

Provides money to improve energy efficiency in public schools.

Drinking Water and wastewater

Provides money to improve the infrastructure that provides drinking water to communities - including improving stability, increasing security, and reducing lead.

Provides money to clean up toxic PFAS in drinking water.

Provides assistance for low-income households to ensure they don't pay a disproportionalte amount of their income for water.

Improves wastewater treatment and improves infrastructure to prevent sewer overflow.

Internet and Cybersecurity

Creates the Broadband Equity, Access, and Deployment Program to provide grants to establish broadband internet service in areas where it is not accessible and to those who cannot afford it.

Reduces internet bills for those with low incomes.

Improve the broadband infrastructure.

Provides mechanisms for identifying and responding to cyber attacks.

Creates a Telecommunications Interagency Working Group to address how educational institutions and the government can address workforce needs of the telecommunications industry. This includes identifiying ways to facilitate the employment of veterans transitioning into civilian life.

National forests

Creates a commission to make recommendations on how the federal government can prevent and manage wildfires, and to rehabilitate land damaged by previous fires.

Repairs national forests damaged by wildfires.

Build America, Buy America

Strengthens requirements for materials used in federally funded construction projects be manufactured in the United States.

Creates a website (BuyAmerica.gov) for the public to view exemptions given to the "buy American" requirement.

Helps establish industry to produce medical Personal Protection Equipment (PPE) in the United States.

Environment

Provides money to clean up Superfund and brownfield sites, abandoned mines, and old oil and gas wells.

Develops practices for battery recycling to reduce damage from discarded batteries.

Minorities

Provides financial, technical, and other resources to socially or economically disadvantaged businesses. It creates the Minority Business Center Program to assist these business in accessing capital, obtaining contracts, and creating and maintaining jobs.

Provides money to reconnect communities - disproportionally minority - that were divided by highways and other infrastructure.

Other provisions

Provides money for port infrastructure improvements and the reduction of truck emissions at ports.

Provides money for electric school buses, primarly to low-income, rural, and tribal communities.
