Major provisions of the bill...

This bill is a collection of several gun-control measures attempting to limit gun possession to those legally allowed to have them.

Major provisions include...

o All guns sales must go through a federally licensed dealer who would conduct a background check of the purchaser. Purchases by an immediate family member, the transfer from an estate, or certain temporary transfers would be exempt.

o Anyone who legally owns a gun that has been moved between states must report if it is stolen.

o Increases the penalty for anyone (other than a licensed collector or dealer) from knowingly buying a gun across state borders for someone they would have reasonable cause to believe is disqualified from owning a gun or would use the gun to commit a crime. The law would exempt guns purchased as gifts or for the winner of a contest or auction.

The package originally was presented as four separate bills, which we described in this news story.

It is expected that, if this bill is allowed to proceed to full Senate for debate and a vote, the individual bills will not be considered separately, unless amendments are approved.
