Cannon was a former professional football player for the Houston Oilers, Oakland Raiders, and Kansas City Chiefs.

In 1983 he was charged with printing $6 million worth of counterfeit $100 bills. He pleaded guilty and was sentenced to 5 years in prison.

Cannon died in 2018.

Jack Harvard was convicted for facilitating two fraudulent loans - one of which was for more than $1 million. He received fees or bribes for his help.

Though not directly related to his crimes, Harvard was mayor of Plano, TX from 1982 -1990. He founded and was CEO of Willow Bend National Bank. The bank failed in 1990, costing taxpayers $25 million.

Harvard previously had applied for a pardon in 2008 from George W. Bush and in 2013 from Barack Obama. Both rejected his request. His attorney for his request to Trump was Peter Ticktin, who has assisted in other Trump pardons and says he has known Trump since they were 15 years old.

In 2009, he was indicted for his role in a cocaine trafficking organization. He pleaded guilty to a lesser charge and was sentenced to 3 years in prison.

In 1993 he pleaded guilty to perjury - for lying to a federal grand jury about a fraudulent insurance claim. The charge was part of a $5 million insurance fraud scheme.
