Tuition-free college

This bill would allow students to attend public college without paying tuition or fees.

Anyone would be eligible to attend a community college. Only those whose families make less than $125,000 a year would be eligible for tuition-free public four-year colleges and universities.

Students with existing loans could get relief

The government no longer would be able to profit from student loans. Excess revenue would go toward providing more Pell Grants to low-income students.

Students would be able to refinance their existing student loans at reduced interest rates.

Funding

The federal government would subsidize two-thirds of the tuition costs. States would be be asked to pay the other third.

The estimated cost to the federal government - $600 billion - would be financed by a small tax on stock speculation.
