His contributions have been traced to match contributions to Sen. Mitt Romney, Rep. Darrell Issa, and former Rep. Lee Terry.
He admitted to the wrongdoing and paid a $1.8 million fine. He also agreed to cooperate in investigations related to the contributions.
Chagoury also has donated to the Clinton Foundation and provided a $50,000 loan to former Secretary of Transportation Ray LaHood.
He also has been tied to Hezbollah, and has been on a U.S. no-fly list.
